Hisn Al-Mateen Bloc submits to President Tebboune a strategic study on mobilising civil society

To Mr Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defence
Subject: strategic study on mobilising civil society to strengthen the home front
The Hisn Al-Mateen Bloc Foundation is honoured to submit to Your Excellency a strategic study entitled “General mobilisation of civil society in the face of regional threats and cross-border risks”.
Algeria today faces an increasingly complex regional and international environment, in which threats are no longer confined to conventional military forms but have become hybrid and multidimensional. We therefore affirm that a strong, cohesive home front is the first and most effective line of defence for our country's security and stability.
This vision rests on five core principles:
- inclusiveness: involving all components of society;
- anticipation: moving from reaction to prevention;
- empowerment: building the capacities of young people and associations;
- national unity: making the protection of cohesion a supreme goal;
- sustainability: ensuring the long-term continuity of community-resilience programmes.
The threats surrounding our country led us to draw up this study, including:
- to the west: growing Moroccan hostility, expanding normalisation, and a war on national identity and memory;
- to the south: the growth of terrorist groups, foreign military bases and climate risks;
- to the east: the fragile situation in Libya, the spread of weapons and organised crime;
- cross-border threats: including cyber warfare (more than 70 million attempted attacks recorded in 2024), disinformation and economic warfare.
We draw your attention to the fact that digital and media warfare has become one of the gravest of these challenges, with opposition groups abroad using social networks to spread lies and undermine national stability through “fourth-generation warfare” methods. To counter this, we propose the creation of a volunteer National Digital Guard, bringing together experts, young people and patriotic citizens to produce positive national content that strengthens cohesion, develop monitoring and technical response capabilities, raise public awareness and report platforms spreading hate speech and disinformation.
Algeria also has a strategic human resource that is not yet fully tapped: official estimates point to more than 120,000 associations, over 35% of them led by young people, and some 1.5 million volunteers who have taken part in humanitarian initiatives in recent years.
We also stress the pivotal role of civil society and community notables in the Greater South, whom field experience has shown to be essential in containing crises and leading reconciliation initiatives; involving them in any national mobilisation strategy is an indispensable strategic choice.
Mr President,
Defending Algeria today is no longer the responsibility of official institutions alone; it is a collective national duty. We therefore submit this study to you, convinced that your vision of a strong Algeria needs popular momentum and practical initiatives. The Hisn Al-Mateen Bloc has presented this initiative to the National Observatory of Civil Society, but its success requires the highest national patronage.
We thus turn to you, as the supreme authority and guarantor of the unity and coherence of national action, in the hope that this initiative will receive your high patronage and become a tangible reality strengthening the resilience of our beloved Algeria.
Please accept, Mr President, the assurance of our highest esteem and respect.
President of the Hisn Al-Mateen Bloc Foundation
