About
What is the Hisn Al-Mateen Bloc?
The Hisn Al-Mateen Institution Bloc is a national institution of an associative nature: a coordinating framework that citizens, associations, organisations and private institutions join voluntarily to drive local development, open a space for dialogue and solidarity on national issues, and strengthen cohesion between the State’s objectives and civil society, under the motto “One Homeland, One Nation, One History, One Destiny”.
What is the Bloc’s legal status?
The institution was established under Article 49 et seq. of Organic Law 12-06 of 12 January 2012 on associations, by founding deed no. 776/2023 of 27 December 2023 drawn up at the notary office in Frenda (Tiaret) and registered with the Tiaret registration and stamp office on 4 January 2024. It has legal personality and capacity, operates across the entire national territory for an unlimited duration, and is headquartered in Algiers.
How does the institution relate to the National Organisation of the Hisn Al-Mateen Bloc?
The National Organisation complements the institution. Its founding assembly met in Chlef on 6 January 2024, under the authorisation of the Wali of Chlef (no. 2023/03 of 4 January 2024), with 42 participants; it adopted its statutes and elected as President Mr Djelloul Chetouane, the institution’s Director General.
Is the Bloc affiliated with any political party?
No. Article 57 of the statutes provides that the Bloc has no political colour or party allegiance, whether organisationally, structurally or financially, and remains an associative organisation open to all, independent in its positions and steadfast in its principles. Its members remain free, as individuals, to join political parties or other associations governed by the laws of the Republic, without involving the Bloc’s name.
How can I contact the Bloc?
By e-mail at blochisnalmateen@gmail.com, by phone or WhatsApp on +213 795 88 23 75, through the Contact page form, or on the official Facebook page “الحصـن المتيـن الرسميــة”. The head office is at 81 El Omrani district, Baba Hassen, Algiers.
Membership
Who can join the Bloc?
The Bloc comprises a Director General, founding members, members and honorary members, as well as associations and organisations wishing to join (art. 10). Any citizen who undertakes to respect the statutes, internal rules and the Bloc’s programme (art. 11) may apply as a member or volunteer; honorary membership is granted on the bureau’s proposal.
How do I apply?
Through the “Join the Bloc” page: a four-step form (type, identity, engagement, review) where you can choose up to three committees and optionally attach up to two documents. On submission you receive a reference number in the format HM-YY-NNNN; keep it and quote it in any correspondence about your application.
What happens after I apply?
The bureau reviews your application and may contact you by phone or e-mail to complete it or arrange an introductory interview. It is then submitted to the competent bodies under the statutes, which approve, postpone or reject it. Once approved, you are assigned a membership number in the format IBHM-YYYY-NNNN.
What is the membership card?
The card shows the member’s name, membership number and type, wilaya and approval date; it is issued once the application is approved.
Are there membership dues, and how much are they?
Yes. The National Council sets the amount of dues (art. 27), which are paid directly into the institution’s account (art. 48); the bureau communicates the current amount and how to pay. Members who are not up to date cannot vote or be elected to executive bodies (art. 22).
Can an association or organisation join?
Yes, provided it is registered and submits a complete application undertaking to respect the general objectives set out in the statutes (art. 12). Apply through the same form by choosing “Member association or organisation”; the National Council approves the membership of new associations and organisations (art. 27).
Can I volunteer without becoming a full member?
Yes. The statutes allow Executive Bureau members to call on any volunteer member, or on any outside person with the required skills, for technical or intellectual support (art. 30). Choose “Volunteer” in the application form and describe your skills and areas of interest.
How is my personal data handled?
Data you submit through the forms is used only to review your application or reply to your message, and is never sold or shared. Under Law 18-07 of 10 June 2018 you may access, correct, object to and request deletion of your data by e-mail. Details are on the “Privacy policy” page.
Governance
How do the standing committees work, and how can I take part?
The Bloc has thirteen standing committees that assist the General Assembly in examining matters related to its objectives (art. 24). Each has 3 to 6 members appointed by the Director General, elects its chair and rapporteur, sets its own rules and meets at the request of its chair or two thirds of its members. Committees may include expertise from member associations or from outside, and submit a monthly report to the National Executive Bureau, which alone decides on their recommendations (art. 25). You can name up to three committees in the application form.
Is there a coordination in my wilaya, and how is a new one opened?
The “Wilaya coordinations” page shows a map of the coordinations and their status. Each coordination includes a wilaya coordinator, a delegate per municipality, a communication officer, an organisation officer and a women’s officer; the head of the wilaya bureau is appointed by decision of the institution’s President (art. 44). If your wilaya has none yet, apply for membership and say you are willing to help set one up, or write to us through the Contact page.
How is the Bloc funded, and how does it ensure transparency?
Resources come from dues, income from activities and assets, gifts and bequests, and fundraising (art. 48); they are held in a single bank account in the institution’s name (art. 49), and no funds from foreign NGOs are accepted except under legally established cooperation with prior approval (art. 50). A statutory auditor certifies the double-entry accounts (art. 52), and the General Assembly approves the activity and financial reports.
Media
How can the media request an interview or a statement?
By e-mailing blochisnalmateen@gmail.com, or through the Contact page with the subject “Media request”, stating the outlet, topic, format and deadline. The President is the institution’s official spokesperson and may delegate this role to a person of his choice (art. 35).
Can I reuse the site’s content or the logo?
News items and statements may be quoted with “Hisn Al-Mateen Institution Bloc” cited as the source. The logo must be used according to the published rules, without distortion or recolouring; any other use requires prior written permission. Reproduced press clippings remain the property of their newspapers.
